Division of Motor Vehicles must study the feasibility of exempting all non-plug-in hybrid vehicles from emissions inspections under Article 3A of Chapter 20 of the General Statutes.

Study shall also examine amending Article 3A of Chapter 20 to allow waivers for non-plug-in hybrid vehicles that fail emissions analysis due to errors not impacting air quality.

Division of Motor Vehicles must consult with the Division of Air Quality of the Department of Environment and Natural Resources during the study.

Findings, recommendations, and any legislative proposals must be reported to the Joint Legislative Transportation Oversight Committee no later than February 1, 2016.

Act becomes effective upon passage into law.
