Allows individuals to petition for expunction of nonviolent misdemeanor or felony convictions without being disqualified solely due to prior boating violation convictions.

Adds "or boating violation" language throughout North Carolina's expunction statutes (G.S. 15A-145 through 15A-145.6) to treat boating violations the same as traffic violations for expunction eligibility purposes.

Applies the change to all expunction categories including first-time offenders under age 18, gang offenses, drug offenses, toxic vapors offenses, nonviolent felonies by juveniles, and prostitution offenses.

Permits individuals with prior boating violations to satisfy "good behavior" and "no other convictions" requirements for expunction by excluding boating violations from disqualifying offenses.

Becomes effective upon passage.
