Establishes a statute of limitations for civil actions against licensed, certified, or registered real estate appraisers at five years from the date the appraisal was performed or until the applicable Uniform Standards of Professional Appraisal Practice record retention period expires, whichever is greater.

Requires registered appraisal management companies to accept criminal background checks performed within the preceding 12 months that substantially conform to the requirements in G.S. 93E-1-6(c1), rather than requiring new checks.

Becomes effective October 1, 2015, and applies only to contracts entered into, renewed, or amended on or after that date.

Does not apply to any pending litigation as of the effective date.
