Establishes a "price-match preference" allowing North Carolina resident bidders to match bids from nonresident bidders if the resident bid is within 5% or $10,000 (whichever is less) of the nonresident bid, with up to 3 business days to match.

If a resident bidder successfully matches a nonresident's bid, the resident bidder receives the preference under existing law to be awarded the contract.

Applies to all State agency and Secretary of Administration contracts for foods, supplies, materials, equipment, printing, or services of any value.

Defines "resident bidder" as any business that has paid unemployment or income taxes in North Carolina or whose principal place of business is located in the State.

Becomes effective July 1, 2015, and applies to all bids received on or after that date.
