Prohibits electric utilities from recovering costs related to coal combustion residuals management and unlawful discharges from coal ash surface impoundments from retail customers, with limited exception for force majeure events.

Bans permitted seeps from coal combustion residuals surface impoundments by prohibiting NPDES permit amendments for seeps except when necessary to implement closure plans.

Requires all coal combustion residuals surface impoundments to be closed according to schedule: high-risk impoundments by August 1, 2019; intermediate-risk by August 1, 2024; and low-risk by August 1, 2029.

Mandates closure method requiring dewatering of impoundments, removal of all coal combustion residuals, and disposal in municipal solid waste landfills with specific liner and construction requirements.

Requires all coal combustion products used in structural fill projects to include encapsulation liner systems with leachate collection, cap systems, and groundwater monitoring systems.
