Adds ammonium nitrate, ammonium sulfate, ether-based starting fluids, petroleum-based organic solvents (camping fuels and lighter fluids), and sodium hydroxide (lye) to the list of immediate precursor chemicals regulated under drug manufacturing laws.

Changes references from "lithium" to "sources of lithium metal" and from "sodium" to "sources of sodium metal" in the precursor chemical list.

Expands the ban on pseudoephedrine possession to include individuals with prior convictions for trafficking methamphetamine or possessing immediate precursor chemicals, and clarifies that prior convictions from any U.S. jurisdiction qualify.

Establishes Class F felony penalties for possession or distribution of immediate precursor chemicals with intent to manufacture methamphetamine specifically.

Becomes effective December 1, 2015, and applies to offenses committed on or after that date.
