Establishes a multi-year program to create advanced teaching roles for K-12 classroom teachers with higher pay and expanded responsibilities while maintaining access to high-quality digital instruction.

Requires the State Board of Education to contract with a North Carolina nonprofit corporation by October 1, 2015, to administer the program and oversee selection of local school districts for prototype development.

Selects up to 10 local school administrative units for the first cohort by December 1, 2015, with preference for districts demonstrating commitment to digital infrastructure, teacher leadership, and scalability across diverse district sizes and regions.

Requires participating districts to implement advanced teaching roles paying salary supplements of 3-30% above statewide average teacher salary, with highly effective teachers serving larger student populations or leading teaching teams.

Permits local boards of education to convert teacher and instructional support positions to dollar equivalents for creating advanced roles and to exceed class size maximums when highly effective teachers are teacher of record, subject to availability of appropriated funds.
