Reduces certificate of number fees for boats to a flat $15.00 for one-year periods or $40.00 for three-year periods, repealing the previous tiered structure based on vessel length.

Reduces certificate of title fees from $30.00 to $20.00 for new or transfer titles and eliminates the requirement to transfer $10.00 quarterly from each title fee to the Shallow Draft Navigation Channel Dredging and Lake Maintenance Fund.

Reenacts G.S. 75A-5.1 and G.S. 75A-7(a)(5) as they existed prior to repeal in the 2013 appropriations act, restoring previous provisions related to commercial fishing vessels.

Eliminates the mandatory transfer of motor fuel excise tax revenue to the Shallow Draft Navigation Channel Dredging and Lake Maintenance Fund under G.S. 105-449.126(b).

Becomes effective October 1, 2015, for applications submitted and certificates of title issued on or after that date.
