Honors the memory and lives of Holocaust victims who perished in and survived Nazi concentration camps, particularly Dachau, on the 70th anniversary of its liberation on April 29, 1945.

Recognizes and honors the courage and bravery of United States Armed Forces, specifically the 42nd and 45th Infantry Divisions and the 20th Armored Division, whose liberation efforts freed approximately 70,000 prisoners at Dachau.

Acknowledges North Carolina Holocaust survivors and military liberators, including residents Morris Glass, Abe Piasek, and Harry Weiss, and honors deceased veterans Robert Patton and Bud Parsons.

Directs the Secretary of State to transmit certified copies of the resolution to the U.S. Secretary of the Army, commanders of all military bases in North Carolina, the North Carolina Council on the Holocaust, and the U.S. Holocaust Memorial Museum.

Reaffirms the state's commitment to Holocaust education efforts to teach current and future generations, preserve victims' memories, and prevent future genocides.
