Reduces transfers from the Highway Fund to the General Fund by $49,145,745.25 in recurring funds for each fiscal year from 2017-2018 through 2020-2021.

By fiscal year 2020-2021, eliminates all transfers from the Highway Fund to the General Fund except those required by statute.

The phase-out schedule spreads the reduction equally across four consecutive fiscal years, with each year reducing the total transfer amount by the same amount.

Becomes effective upon enactment into law.
