Requires the Prioritization 4.0 Workgroup to include peak average daily traffic data in the Congestion formula, expand multimodal project consideration to include projects within proximity of multimodal terminals, and incorporate hurricane evacuation route improvements into the Safety formula.

Redefines "local input" in the Transportation Investment Strategy Formula to clarify that Metropolitan Planning Organizations and Rural Transportation Planning Organizations shall consult with the Department's Transportation Division Engineers, whose input shall account for public comments.

Moves the replacement of state-maintained ferry passenger vessels from the Division Need Projects category to the bridge program (system preservation program), effective July 1, 2015.

Redirects toll proceeds collected on North Carolina Ferry System routes from reserve accounts within individual Highway Divisions to the bridge program under the Department of Transportation's highway maintenance program, to be used for prioritized ferry passenger vessel rehabilitation or replacement projects statewide.

Requires the closure of existing ferry toll reserve accounts and transfer of remaining unencumbered fund balances to the bridge program.
