Changes the weighting of school achievement and growth scores in calculating school performance grades from 80% achievement/20% growth to 50% achievement/50% growth.

Allows schools that have met expected growth but would receive a lower performance grade due to the growth score to choose using only their achievement score for their grade calculation.

Maintains the existing letter grade scale (A for 90+, B for 80+, C for 70+, D for 60+, F below 60) on a 100-point performance score.

Effective upon becoming law with no specified implementation date.
