Expands eligibility for state compensation claims to include individuals convicted of felonies and imprisoned in state prison who are later determined innocent and have charges dismissed under G.S. 15A-1417(a)(2) or G.S. 15A-1420(e).

Removes the requirement that individuals must have pleaded "not guilty or nolo contendere" to be eligible for compensation under existing dismissal provisions in G.S. 15A-1469.

Allows individuals determined innocent to file compensation petitions within five years of the date charges are dismissed on the basis of innocence.

Maintains existing five-year filing deadlines for those who receive gubernatorial pardons of innocence or have charges dismissed under other provisions.
