Adds campaign contributions properly received and reported under federal law as an exclusion to the definition of "gift" under the state ethics act.

Expands the ethics exemption for executive branch employees to include staff of both the Governor and Lieutenant Governor.

Renames and clarifies post-hearing disposition procedures for the State Ethics Commission to allow private admonishment, referral to employers, and referral to appropriate officials based on violation findings.

Modifies lobbyist registration requirements to require filing within one business day of engaging in lobbying and allows both the Commission and Secretary of State to use hired investigators for enforcement.

Authorizes the State Ethics Commission to petition Superior Court for subpoena authority and requires the Commission to publish annual statistics on complaints, violations, dismissals, and pending cases.
