Authorizes acquisition and construction of capital improvement projects at four University of North Carolina institutions with funding from gifts, grants, bonds, hospital receipts, and other non-General Fund sources.

Approved projects and costs: Appalachian State University New Residence Hall ($32,000,000), East Carolina University Residence Hall Renovations ($65,000,000), North Carolina Central University Deferred Maintenance ($10,500,000), and North Carolina State University Engineering Building and Infrastructure ($77,000,000).

Allows the Board of Governors to issue special obligation bonds up to the specified project costs plus 5% for issuance expenses and related costs, subject to Director of Budget approval.

Authorizes planning of a Plant Sciences Building at North Carolina State University with a maximum cost of $14,000,000 during the 2015-2017 fiscal biennium, funded with $5,000,000 from carried-forward funds and $9,000,000 from university receipts or other non-General Fund sources.

Permits the Director of the Budget to adjust project costs or funding methods upon request from the Board of Governors if determined to be in the best interest of the State.
