Mandates TNCs conduct criminal background checks on drivers, including Multi-State Criminal Records searches and National Sex Offender Registry checks, and prohibits drivers with serious violations or convictions within seven years.

Requires electronic payment only (no cash), itemized electronic receipts showing location, time, distance, and fee calculation, and upfront disclosure of fee calculation methods and estimated costs to passengers.

Prohibits local governments (cities, counties, airports) from imposing separate fees, licenses, or regulations on TNC services, establishing statewide preemption while preserving local parking and traffic regulations.
