Reduces the time for the turnpike authority to send toll bills from 90 days to 30 days after travel or after receiving a sworn affidavit identifying the vehicle operator.

Caps total charges for unpaid open road tolls at $50.00 when the initial unpaid toll amount does not exceed $5.00, including processing fees and civil penalties.

The $50.00 cap does not apply to tolls, fees, or penalties owed to other tolling jurisdictions under reciprocal toll enforcement agreements.

Becomes effective October 1, 2015 and applies to tolls imposed on or after that date.
