Authorizes local school administrative units to apply to the State Board of Education for extensions to the testing schedule, allowing assessments and final exams to be administered within the final 20 instructional days of the school year for year-long courses and final 15 instructional days for semester courses, with applications required at least 60 days prior to scheduled assessments.

Permits teachers of record to administer state and local testing program tests to their assigned students, except when testing modifications are necessary.

Maintains existing policies limiting practice tests to no more than two days per year, prohibiting field tests during the two-week period before end-of-grade or end-of-course tests, and limiting schools to no more than two field tests per grade level annually.

Continues to allow accommodations for students' individualized education programs and section 504 plans, as well as final exams for courses with national or international curricula required at designated times.

Effective beginning with the 2015-2016 school year.
