Adds new section 97-31.2 to North Carolina's workers' compensation law to limit benefits for highly compensated employees whose average weekly wage exceeds 10 times the maximum benefit amount computed under G.S. 97-29(i).

Eliminates compensation eligibility under G.S. 97-29, 97-30, and 97-31 for employees meeting the high earnings threshold, regardless of whether injury arose from accident or occupational disease.

For occupational disease claims, earnings determination is based on the employee's final year of employment in the occupation giving rise to the claim.

Preserves employer obligation to pay all medical expenses as otherwise provided under workers' compensation law.

Effective immediately upon enactment and applies to all claims arising on or after the effective date.
