Authorizes certain immigrant youth to receive in-state tuition at University of North Carolina institutions and community colleges if they received a high school diploma or GED from a North Carolina school.

Requires students to have attended North Carolina schools for a minimum of two consecutive years immediately prior to high school graduation.

Requires students without lawful immigration status to file an affidavit with their institution stating they have filed or will file an application to legalize their immigration status as soon as eligible.

Makes all information obtained during the in-state tuition application process confidential and exempt from public records.

Effective July 1, 2015, applying to the 2015-2016 academic semester and all subsequent semesters.
