Authorizes the Division of Motor Vehicles to produce a "Don't Tread on Me" special registration plate featuring the Gadsden Flag, removing the requirement of 300 prior applications for the plate to be issued.

Sets an additional fee of $30.00 for the "Don't Tread on Me" plate, with $10 directed to the Special Registration Plate Account and $20 to the Collegiate and Cultural Attraction Plate Account.

Requires quarterly transfer of revenue from "Don't Tread on Me" plate sales to fund middle school and high school career and technical education supplies and textbooks through the career technical education program.

Exempts motor vehicles owned and operated by congressionally chartered veterans service organizations from motor vehicle registration requirements, allowing them to obtain permanent registration plates.

Becomes effective July 1, 2015.
