• Applies North Carolina to Congress under Article V of the U.S. Constitution to call a "countermand amendment convention" for deciding whether a proposed countermand amendment should be sent to state legislatures for ratification.

• Establishes a continuing application that remains valid until legislatures in at least two-thirds of the states (34 states) submit identical or substantially similar applications.

• Directs Congress to convene the countermand amendment convention within 60 days of receiving the 34th state application.

• Requires the North Carolina Secretary of State to distribute copies of this act to federal leaders (President, Senate and House leadership, state congressional delegations) and state legislative presiding officers to coordinate support.
