Allows subcontractors on public construction or repair contracts to store materials and equipment on their own property or at off-site facilities rather than requiring on-site storage.

Permits public entities and contractors to require certificates of insurance, bills of sale, photographs, or similar documentation for stored materials and equipment.

Requires public entities to pay contractors and contractors to pay subcontractors for stored materials and equipment upon presentation of proof that items are stored, properly insured, and available for contract use.

Effective October 1, 2015, and applies to contracts and subcontracts entered into on or after that date.
