Requires third parties who owe money to a judgment debtor to pay the sheriff rather than the judgment debtor after an execution has been issued and presented by the sheriff.

Provides that a sheriff's receipt serves as a valid discharge of the debtor's obligation to the judgment debtor for amounts paid.

Exempts third parties from this requirement if they had no knowledge of the execution and received no demand for payment from the sheriff.

Imposes a penalty on third parties who pay the judgment debtor after receiving a demand from the sheriff, with the penalty equal to the lesser of the full judgment amount or the amount paid to the judgment debtor.

Adds provision allowing sheriffs and coroners to refuse execution of judgments when property has been notated as exempt from execution under G.S. Chapter 1C, Article 16.
