Broadens types of subsurface wastewater treatment systems eligible for designated repair areas by allowing replacement systems under conventional sewage, septic tank modifications, alternative sewage, and innovative/accepted systems to qualify if they meet replacement system requirements.

Eliminates requirement for Public Management Entity with Certified Operator for sand lined trench systems when drainage is used to lower the water table on a site.

Requires Commission for Public Health to adopt permanent rules consistent with these provisions by December 1, 2015, with temporary implementation provisions in effect until permanent rules become effective.

Prohibits enforcement of design daily flow requirements for saprolite systems under 15A NCAC 18A .1956(6)(c) and requires repeal of that rule by December 1, 2015.

Effective upon enactment on July 13, 2015.
