Defines "open air camp cabins" as single-story structures with at least 20% screened openings on three walls, no heating or cooling systems, occupied maximum 150 days per rolling 365-day period, and accommodating 36 or fewer persons.

Requires open air camp cabins to have at least two remote unimpeded exits but exempts them from requiring lighted exit signs.

Exempts open air camp cabins from mandatory plumbing and electrical systems, though if these systems are present, applicable Code provisions must be followed.

Prohibits sprinkler system requirements for open air camp cabins, though smoke detectors and handheld fire extinguishers may still be required under Code provisions.

Directs the Building Code Council to adopt rules creating a new residential occupancy category under Section 310 of the North Carolina Building Code with standards identical to the temporary provisions in this act.
