Defines "powdered alcohol" as any powder or crystalline substance capable of being converted into a liquid alcoholic beverage for human consumption, including powder in block, tablet, or capsule form.

Prohibits the manufacture, sale, transport, import, delivery, furnish, purchase, consumption, or possession of powdered alcohol except as authorized by North Carolina's alcoholic beverage control laws.

Exempts scientific, chemical, pharmaceutical, mechanical, industrial, and educational research conducted by accredited colleges, universities, and North Carolina Cooperative Extension Service from the powdered alcohol prohibition.

Becomes effective upon enactment.
