Requires state departments, boards, commissions, and agencies to consider the effect on trees designated as historic or heritage by cities or counties before approving state funds or issuing approvals, licenses, or authorizations for state undertakings.

Mandates that state agency heads afford cities a reasonable opportunity to comment when a proposed undertaking may affect a city-designated historic or heritage tree.

Requires cities and counties to maintain current information about designated historic or heritage trees and share it with affected state departments and agencies, which must provide requested information to support implementation.

Applies the same preservation authority to counties regarding historic or heritage trees as provided to cities.

Effective upon enactment and applies to state agency actions taken on or after the effective date.
