Adds body-worn and in-car camera recordings to the definition of "records of criminal investigations" under North Carolina public records law.

Allows law enforcement agencies to release recordings from body-worn cameras and in-car cameras to the public without requiring the officer's consent, notwithstanding employee personnel record protections.

Requires persons seeking access to body-worn or in-car camera recordings to identify the specific incident or encounter with reasonable particularity, including the date and approximate time.

Does not require law enforcement agencies to release such recordings and does not supersede federal law regarding access to camera recordings.

Effective upon enactment.
