Requires health insurers in North Carolina to make direct payments for ambulance services to county or city ambulance service providers rather than to individual patients.

Applies only to municipally owned, operated, or franchised ambulance services that are supplemented by city, county, or municipal funds.

Exempts insurers from payment requirements if the ambulance service provider is not properly licensed, certified, or authorized to operate under North Carolina law.

Becomes effective October 1, 2015, and applies to ambulance services provided on or after that date.
