Direct the Legislative Research Commission to study how to implement wage garnishment in North Carolina for the enforcement of judgments.

Study shall examine which types of judgments should be included in wage garnishment procedures.

Study shall determine what portion of a debtor's wages should be exempt from garnishment to ensure a livable wage and evaluate necessary protections and hardship exemptions for judgment debtors.

Study shall analyze the garnishment process, employer fees for administrative costs, and how fees would be paid or collected.

Commission may submit an interim report with recommended legislation to the 2016 General Assembly and shall submit a final report to the 2017 General Assembly.
