Petitions Congress to call a constitutional convention under Article V to propose amendments limiting the effects of Citizens United v. Federal Election Commission and related Supreme Court decisions.

Directs the Secretary of State to transmit the resolution to the President, Vice President, Speaker of the House, Senate leadership, North Carolina's congressional delegation, and all state governors and legislative leaders.

Specifies that convention delegates should be comprised equally of elected state and local officials or individuals selected by election in each Congressional district, with a prohibition on federal office holders serving as delegates.

Declares this application should be considered together with similar applications from Vermont, California, Illinois, and other states, continuing until two-thirds of state legislatures apply and Congress convenes the convention.

Becomes effective upon enactment.
