Defines "fortified flavored malt beverage" as a malt beverage containing 9-15% alcohol by volume that uses non-traditional manufacturing processes and contains added flavors or alcohol-based ingredients beyond hop extract.

Requires fortified flavored malt beverages to be sold exclusively through ABC stores operated by local boards, similar to restrictions on spirituous liquor sales.

Excludes craft breweries and microbreweries (those producing fewer than 25,000 barrels annually) from the fortified flavored malt beverage definition.

Mandates that fortified flavored malt beverages include both beer tax under G.S. 105-113.80(a) and applicable state and local sales taxes in their sale price.

Effective date of October 1, 2015.
