School of Government at UNC Chapel Hill coordinates a working group to develop standards for state agencies designing and implementing pilot projects mandated by the General Assembly.

SOG must submit a preliminary research report by December 1, 2015, and a final report with proposed standards by December 1, 2016, to the Joint Legislative Program Evaluation Oversight Committee and Office of State Budget and Management.

Office of State Budget and Management shall adopt rules implementing the SOG standards, which must offer a range of evaluation options accounting for agencies' available resources and time.

All state departments, agencies, and institutions must conduct pilot projects required by law in accordance with the adopted standards, effective June 1, 2017.

$150,000 appropriated to SOG from the General Fund for fiscal year 2015-2016, with funds remaining available through fiscal year 2016-2017.
