Requires all health benefit plans to cover telemedicine services (two-way, real-time interactive communication via audio and video) if the same service would be covered through in-person consultation.

Prohibits health benefit plans from excluding telemedicine services from coverage solely because the service is not provided face-to-face.

Defines "telemedicine" as two-way, real-time interactive communication between a patient and a physician or practitioner using interactive telecommunications equipment with audio and video capability.

Becomes effective October 1, 2015, and applies to insurance contracts issued, renewed, or amended on or after that date.
