Repeals "stand your ground" laws and establishes common law regarding use of force against intruders, allowing occupants to use necessary force including deadly force if they reasonably believe an intruder may cause serious harm or commit a felony.

Requires safe storage of firearms in homes with minors or unauthorized persons by using a locked storage depository or safety locking device, with violation as a Class 1 misdemeanor.

Establishes universal background check requirements for private firearm transfers through licensed dealers, with a dealer fee not exceeding $10, and denies transfers to individuals lacking firearm liability insurance of at least $100,000.

Prohibits large-capacity ammunition magazines (over 15 rounds for most firearms, over 8 for shotguns) with exceptions for pre-December 1, 2015 possession and law enforcement, with violations ranging from Class 2 misdemeanor to Class I felony.

Directs the State Treasurer to divest state pension funds of firearms manufacturer stocks, requires reporting of lost or stolen firearms within 48 hours, mandates law enforcement agencies adopt written policies for investigating officer-involved deaths by independent investigators, and repeals reciprocity for concealed handgun permits.
