Repeals the statutory authority for local boards of education to file legal actions in superior court challenging the sufficiency of county appropriations to schools.

Makes the board of county commissioners' appropriation decision final after a joint meeting between the two boards fails to reach agreement.

Eliminates the mediation process and judicial review procedures that previously allowed school boards to seek court orders requiring counties to appropriate additional funds.

Removes provisions allowing school boards to pursue appeals and supplementary tax levies to enforce court judgments on school funding disputes.

Effective upon enactment and applies to budget ordinances adopted on or after the effective date.
