Requires chiropractic peer review of motor vehicle liability and medical payment claims to be performed only by individuals licensed to practice chiropractic in North Carolina.

Defines chiropractic peer review as retrospective review of treatment records by a non-treating chiropractor to advise third-party payers on whether services were clinically necessary and adequately documented.

Establishes five qualifications for peer reviewers: current NC chiropractic license, five years of chiropractic practice in NC, deriving at least half of professional income from patient care, holding same specialty diploma if reviewing a specialist, and not collecting fees based on bill reductions.

Requires reviewers to apply standards of acceptable care in effect in North Carolina at the time services were rendered.

Makes unlicensed individuals performing chiropractic peer review subject to prosecution and injunctive action; applies to reviews conducted on or after October 1, 2015.
