Creates a Next Generation 911 Reserve Fund by allocating 10% of 911 service charge revenues, to be administered by the 911 Board for implementing next generation 911 systems.

Requires PSAPs to implement next generation 911 systems and allows the 911 Board to establish cooperative purchasing agreements and contracts for statewide procurement of goods and services.

Expands definitions of communications services to include IP-enabled systems, text messaging, and other technologies beyond traditional voice communications, and updates terminology from "voice communications service" to "communications service."

Amends liability protections to include 911 system providers, next generation 911 system providers, and their vendors and agents; raises the burden of proof in civil actions against PSAPs to clear and convincing evidence.

Allows PSAP grant funds to be used for capital expenditures and expenses that enhance the 911 system, including construction costs not previously authorized; becomes effective January 1, 2016.
