Creates a Study Committee on Metropolitan Planning Organizations and Rural Transportation Planning Organizations with five members from the House of Representatives and five from the Senate, appointed by the Speaker and President Pro Tempore respectively.

Committee shall study the organization, structure, and oversight of MPOs and RPOs, their role in transportation planning, and potential revisions to better align their structure with their transportation planning role while maintaining federal compliance.

Committee members receive subsistence and travel expenses under G.S. 120-3.1, and the Legislative Services Commission shall provide professional staff support with clerical staff and contractor services as needed.

Committee may submit a report with proposed legislation to the 2016 Regular Session of the General Assembly.

Committee terminates upon filing its final report or upon convening of the 2016 Regular Session, whichever occurs first.
