Establishes a pilot program in Forsyth County allowing the use of GPS tracking devices on domestic violence offenders, administered by the North Carolina Department of Public Safety in consultation with local law enforcement, courts, and other local entities.

Requires the pilot program to consider factors including: types of offenders subject to monitoring, staffing and monitoring arrangements, associated costs, device and monitoring types (active vs. passive tracking), victim location monitoring, existing state monitoring systems, and comparable systems in other states.

Allows offenders subject to GPS monitoring to be held responsible for paying device-related costs.

Requires the Department of Public Safety to report findings and recommendations to the Joint Legislative Oversight Committee on Justice and Public Safety by April 1, 2018, including program effectiveness, continuation/expansion/elimination recommendations, and implementation costs.

Becomes effective January 1, 2016.
