Creates new insurance coverage requirement for abuse-deterrent opioid analgesics under G.S. 58-50-305, applying to all health benefit plans that cover prescription drugs.

Requires insurers to provide coverage for abuse-deterrent opioid analgesics on no less favorable terms than non-abuse-deterrent opioid analgesics, with cost-sharing not exceeding the lowest cost-sharing level for prescription drugs in the plan.

Prohibits insurers from requiring insured individuals to try non-abuse-deterrent opioid analgesics before covering abuse-deterrent versions, though prior authorization may be required if applied equally to non-abuse-deterrent versions.

Defines abuse-deterrent opioid analgesic as a brand or generic opioid drug product approved by the FDA with abuse-deterrence labeling claims indicating meaningful reduction in abuse.

Effective October 1, 2015, applying to insurance contracts issued, renewed, or amended on or after that date.
