Directs the State Board of Education to establish a four-year Innovation Through Local Schools Pilot Program beginning in the 2015-2016 school year with one or more participating local school administrative units.

Requires pilot units to develop curriculum implementation plans including mission statements, locally developed courses, alternative learning programs, assessment methods, and community engagement strategies aligned with local economic needs.

Authorizes the State Board of Education to waive state laws, rules, and policies as necessary to permit pilot units to operate under a bottom-up administrative model with delegated authority from local boards of education.

Mandates pilot units to administer nationally accepted tests in specific grades (Pre-ACT in grades 8, 10, and 11; ACT in high school) while allowing flexibility in other curriculum and assessment decisions at the local level.

Requires pilot units to submit quarterly progress reports to the Department of Public Instruction and mandates annual reporting to the Joint Legislative Education Oversight Committee by October 15.
