Creates the North Carolina Contamination Source Removal and Disposal Board to identify, evaluate, and remediate pre-1983 landfills and other state-identified contaminated sites.

Board consists of five members: two appointed by the President Pro Tempore of the Senate (environmental engineer and solid waste/construction manager), two appointed by the Speaker of the House (attorney and hazardous substances expert), and the Secretary of DENR or designee.

Board is authorized to contract with private sector firms for site remediation, with contracted administration fees capped at 12% of remediation and investigation contracts.

Board shall conduct ongoing remediation programs using private sector best practices, seek per-unit pricing from pre-qualified firms, and return contaminated sites to safe and beneficial use.

Board must submit monthly written reports to the Environmental Review Commission and coordinate with EPA for approval of remediation programs; the board sunsets on June 30, 2035.
