Creates new public record classification for written complaints alleging that elected officials of counties, cities, school boards, or other political subdivisions harassed, sexually harassed, physically assaulted, threatened assault, or committed unlawful acts against public employees.

Protects the identity of complaining employees by classifying the employee's name and identifying information as confidential personnel file material under existing statutes.

Amends G.S. 115C-319, 115C-321, 153A-98, and 160A-168 to clarify that personnel file confidentiality provisions do not apply to complaints that are public records under the new statute.

Applies to complaints alleging misconduct occurring prior to or during an elected official's term of office, whether in their official or individual capacity.
