Prohibits local governments from enacting or enforcing ordinances that regulate, restrict, or prohibit dog ownership based on breed or presumptions about breed-specific behavior.

Amends G.S. 67-4.5 to add a new subsection (b) that establishes the breed-specific regulation prohibition while preserving cities' and counties' authority to regulate dangerous dogs through other means.

Modifies G.S. 153A-131 and G.S. 160A-186 to make county and city ordinances regulating dangerous animals and domestic animals subject to the breed-specific prohibition.

Effective upon becoming law.
