Establishes definitions for "counterfeit air bag" (replacement airbag bearing unauthorized manufacturer mark) and "nonfunctional air bag" (replacement airbag with detected faults or designed to deceive vehicle owners).

Makes it unlawful for any person, firm, or corporation to import, manufacture, sell, offer for sale, install, or reinstall counterfeit or nonfunctional airbags.

Upgrades the criminal penalty for unlawful airbag installation from a Class 1 misdemeanor to a Class H felony.

Requires vehicle transferors to disclose in writing to transferees if they have knowledge that a counterfeit or nonfunctional airbag has been installed in the vehicle.

Declares violations of the airbag restrictions to constitute unfair and deceptive trade practices under North Carolina's consumer protection law.
