Establishes a four-year remediation pilot project at South Piedmont Community College designed to increase high school graduation rates and community college completion rates in Union and Anson Counties.

Allows high school sophomores, juniors, and seniors to take a college competency exam; students deficient in mathematics, English, or reading can enroll in tuition-free community college remediation courses during high school instead of graduation electives.

Authorizes high school students at high risk of dropping out to complete their high school diploma at South Piedmont Community College through a memorandum of understanding with local school administrative units, subject to parental and student agreement.

Requires South Piedmont Community College to report on pilot project implementation by February 15, 2016, and annually on college readiness impact through September 2020; participating students excluded from school dropout/graduation rates and college performance metrics.

Becomes effective July 1, 2015, contingent on appropriation of funds through the Current Operations and Capital Improvements Appropriations Act of 2015.
