Restores and expands voter preregistration programs for 16 and 17-year-olds in North Carolina, allowing eligible individuals to preregister and be automatically registered upon reaching age 18.

Requires the State Board of Education to modify high school social studies curriculum to include instruction on voter registration and preregistration as part of civic and citizenship education.

Authorizes local boards of education to collaborate with county boards of elections to conduct voter registration and preregistration activities in high schools, with completion not required as a course assignment or grade.

Directs the Division of Motor Vehicles and voter registration agencies at public assistance offices to offer voter preregistration options alongside standard voter registration services.

Makes voter preregistration forms available at all public high schools and becomes effective January 1, 2016.
