Requires the Department of Transportation to fully implement Life Cycle Cost Analysis (LCCA) by July 1, 2015 as a selection criterion for pavement projects exceeding one mile in length with initial daily traffic greater than 10,000 vehicles.

Directs the Department of Transportation to design and implement low-volume concrete road design procedures and construction specifications by January 1, 2016 for local roads with annual average daily truck traffic of 200 trucks or less, total annual average daily traffic of 5,000 vehicles or less, or both.

Requires the Department of Transportation to report implementation progress to the Joint Legislative Transportation Oversight Committee no later than February 1, 2016.

Effective upon becoming law.
